RBI cancels Paytm Payments Bank licence, orders wind-up

The Reserve Bank of India has cancelled the banking licence of Paytm Payments Bank Ltd and ordered it to wind up operations. The regulator cited governance failures and conduct against depositor interests.

The Reserve of India has cancelled the banking licence of Paytm Payments Bank Ltd (PPBL), ordering the lender to wind up operations with immediate effect. The RBI said the bank holds sufficient funds to repay all depositors during the wind-up process.

The cancellation marks the final regulatory action in a process that began in 2022 when the RBI first imposed curbs on the payments bank. A payments bank is a limited-purpose lender that can accept deposits up to ₹2 lakh per customer and facilitate transactions but cannot issue loans or credit cards.

The regulator cited multiple grounds for its decision. said the conduct of the bank’s affairs had gone against the interests of depositors. The RBI added that the character of PPBL’s management was prejudicial to depositors and the public interest. The bank had also failed to comply with conditions attached to its payments bank licence, the regulator said.

Regulatory Action Since 2022

The RBI tightened restrictions on PPBL in 2024 after repeated supervisory concerns over governance, compliance and operations. The regulator had already banned the lender from onboarding new customers and accepting fresh deposits before the licence cancellation.

The RBI said no purpose would be served by allowing PPBL to continue operations given its track record of non-compliance.

One 97 Communications Ltd, the parent company of Paytm, said in an exchange filing that it has no exposure to PPBL and no material business arrangements with the payments bank.

The company said PPBL operates independently with no board or management involvement from One 97 Communications. It added that there would be no direct impact because the company had already impaired its in PPBL as of 31 March 2024.

One 97 Communications said the Paytm app and its other services would continue to operate without interruption. These include Paytm UPI, Paytm QR, Paytm Soundbox, Paytm card machines, Paytm Payment Gateway, Paytm Gold and Paytm Money, the company said.

The services are offered by subsidiaries and associated companies separate from PPBL, according to the filing.
