New Delhi — South Eastern Coalfields Limited (SECL), a subsidiary of Coal India Limited, has introduced a series of new digital platforms to improve record-keeping, internal processes and transparency in its operations.
The move comes as part of the Union government’s Special Campaign 5.0, an administrative reform initiative aimed at promoting efficiency and reducing paperwork across public sector offices.
The campaign, led by the Department of Administrative Reforms and Public Grievances (DARPG), encourages government departments and public enterprises to digitise workflows, streamline citizen-facing services and improve overall governance.
It is part of a wider effort under the Digital India programme to modernise the public sector through technology adoption.
Officials said SECL’s digital rollout represents one of the most extensive technology upgrades by a state-run coal company in recent years.
The new systems cover key areas such as human resource management, contract monitoring, land records, and financial processes — all of which have traditionally relied on manual documentation.
SECL Digital Transformation
One of the central additions is the Internal Selection Portal, which automates the internal recruitment and promotion process for non-executive staff.
Employees can apply and monitor their status online, while departments handle scrutiny digitally, replacing paper files with a single electronic system.
The Human Papillomavirus (HPV) Vaccination Portal, part of SECL’s Mission Sanjeevani health programme, allows employees and dependents to register, schedule and track vaccinations through an online platform.
A Contract Monitoring Portal now enables real-time tracking of contracts and project timelines to ensure better compliance and timely closure.
Similarly, the Land and Rehabilitation & Resettlement (L&R) Portal digitises information related to land acquisition, compensation and employment obligations linked to resettlement projects.
SECL has also created a Manpower Budget Portal to centralise staffing data for improved forecasting and planning, and a Compensation and Performance Incentive Bill Information Portal to speed up approval and payment cycles.
Other tools, such as the Jatayu Dashboard, Coal Component Calculator and a Security Pass Portal (currently under trial), are intended to simplify daily administrative tasks and improve accessibility for employees.
SECL tech push part of Digital India reform
The Ministry of Coal has asked its public sector undertakings to use Special Campaign 5.0 to enhance transparency and accountability.
The initiative also aims to improve service delivery by shifting manual records and physical approvals to digital formats.
SECL, which employs over 70,000 people and operates several mines in central India, said the transition to digital systems would support more accurate monitoring of operations and compliance with governance norms.
