He served as Union home minister from 2004 to 2008 during the first United Progressive Alliance (UPA) led by Prime Minister Manmohan Singh. His tenure coincided with a period marked by internal security challenges, including insurgency related violence and major terror attacks, which kept the home ministry at the centre of national political debate.

Before that, Patil served as the 10th Speaker of the Lok Sabha from 1991 to 1996, a period remembered for coalition politics and frequent disruptions in Parliament. Colleagues across party lines often credited him with maintaining decorum in the House at a time of heightened political fragmentation.

Patil was later appointed Governor of and Administrator of the Union Territory of Chandigarh, roles he held from 2010 to 2015. In those positions, he oversaw the functioning of state and union territory administrations during a phase of relative political stability in the region.
