The National Informatics Centre and the Rajasthan Department have conducted a training session for officials on implementing centrally sponsored schemes through the upgraded platform, according to NIC.

The session aimed to align policy provisions with technical execution to enable smoother financial management and grant release processes, NIC said in a post. Officials are expected to use the training to adapt to revised workflows for handling both centrally sponsored schemes and state-linked schemes.

Focus on bridging policy and technical gaps

The training addressed the gap between policy frameworks governing centrally sponsored schemes and the technical processes required to execute fund transfers digitally. Centrally sponsored schemes are programmes where the Centre provides funds to states for implementation, with the state government responsible for on-ground execution.

SNA SPARSH, which stands for Single Nodal Agency System for Public Accounts and Reserves for Scheme Handling, is part of the Centre’s broader push to digitise fund flows. The system requires states to maintain single nodal accounts for each scheme, enabling real-time tracking of fund releases and expenditure.

According to earlier Rajasthan Finance Department documents, departments implementing newly added schemes were asked to ensure timely completion of processes for migrating their schemes to the SNA SPARSH framework.

Rajasthan’s digital finance push

The Rajasthan government’s IFMS portal has separately notified training programmes related to SNA SPARSH and new processes under IFMS 3.0, indicating continued efforts to operationalise the upgraded financial management framework across state departments.

NIC, which operates under , provides technology support for government digital systems across the Centre and states. The agency has been involved in building and maintaining treasury and financial management platforms used by multiple state governments.

The training comes as states across India continue to strengthen digital monitoring of scheme expenditure. The Centre has increasingly emphasised real-time fund tracking and direct benefit transfers to reduce delays in fund release and improve utilisation rates for centrally sponsored programmes.
