New Delhi – Tech Observer Magazine editorial director Mohd Ujaley will moderate a panel on Web3 regulation at Metamorphosis 2025, India’s flagship AI x Web3 conference, organisers said. The two-day event will take place on September 27 and 28 in Gurgaon.
The session, titled “Regulate, Innovate, Institutionalize: 2025’s Web3 Policy Playbook,” will explore how government, academia and private sector players can establish norms and regulatory frameworks for Web3 technologies while balancing innovation with user safety.
Ujaley said Web3 was moving from a niche technology to mainstream discussions and stressed the importance of building credible institutions and standards. He added that it is critical to institutionalise Web3 with clear norms and robust regulatory frameworks to support growth while protecting users.
“Web3 is no longer niche; it is entering mainstream adoption, and institutionalising the ecosystem is critical,” Ujaley said, adding that “the session aims to provide actionable insights for policymakers, entrepreneurs and investors navigating the rapidly changing regulatory landscape.”
The panel will feature Raj Karan, chief product officer at io.net, Subha Chugh, a Web3 lawyer and Purushottam Anand, founder of Crypto Legal.
Discussions will cover gaps in regulation, cross-border considerations, ethical and social issues including inclusion, privacy and environmental impact, and practical challenges for startups navigating policy uncertainty.
Organisers said the session will examine India’s comparative strengths and weaknesses in Web3 policy, lessons from other markets including the US, EU and Singapore, and steps to provide clarity on taxation, compliance and data laws for emerging companies.
Strategic discussions will include how a mature, well-regulated Web3 ecosystem could look in India by 2030 and how decentralised technologies could be used for governance and public services.
Metamorphosis 2025 is organised by Octaloop and aims to foster debate and collaboration across AI and Web3 sectors.
