Uncertainty on CBSE marks moderation policy: UP Board, ICSE may delay Class 12th results 2017

Amid speculation that Central Board of Secondary Education () may move the Supreme Court against the Delhi HC order asking it not to do away with the moderation policy this year, the other education boards that have not announced are likely to delay it further as they wait and watch the developments.

According to TOI, The decided to follow whatever call CBSE takes while the Council for the , which normally declares its results by mid-May seems to have a similar strategy. Amid this chaos, there is no clarity from board as to when results would be announced or how it plans to implement the HC order on its marks moderation policy.

Some of the English daily quoted un-named sources saying that the will be announced by this week but with CBSE mulling to seek review of the HC order, the possibility seems to be bleak.

According to reports, about 1098891 students from 10678 schools had registered for the CBSE class XII board exams. This year 460026 girls and 638865 boys have appeared for exam. The CBSE board exam for the class 12 students was conducted at 3502 exam centres across the country.

On Wednesday, many online news portal and blogs reported that CBSE Class 12th results 2017 would be announced leading to an anxious morning for students awaiting their CBSE class XII results. According to English Daily Hindu, “after rumours spread that the results would be declared on Wednesday, students and parents spent most of the morning browsing for information about the results.”

One of the parent told the English daily that “My daughter did not sleep all night as she was nervous about her result. In the morning, nervousness turned to panic as none of the websites had any information,”

“If the results were not going to be announced, though several news stories online were saying it would be, CBSE should have provided some information to quell the rumours, said another parents.

On April 24, 2017, CBSE, along with 31 school education boards had reached a consensus on not moderating marks. Seven boards have already declared their results based on that understanding. Some key boards like CBSE, ICSE, UP Board are yet to announce the results.

Basically, moderation' is a practice adopted by most school education boards to bring uniformity in the evaluation process. Marks scored by students in Class X and XII are tweaked to align the marking standards of different examiners, to maintain parity in the pass percentage across years, to compensate for difficulties students may face in answering a question in the specified time, and to make up for the differences in the difficulty levels of different sets of question papers in the same subject.

The Central Board of Secondary Education (CBSE) started moderation in 1992, after it introduced multiple sets of question papers. But CBSE along with 31 other boards decided to scrap this system in April 2017.

However, on Tuesday Delhi High Court directed the Central Board of Secondary Education (CBSE) to continue with its moderation of marks policy for Class X and Class XII board examinations for this year. The court termed the CBSE's decision to scrap its ‘moderation policy' after announcement of exam “unfair and irresponsible.”

Following the high court's order, union human resource development minister Prakash Javadekar held a meeting with secretary of school education Anil Swaroop and the chairperson of CBSE Rajesh Kumar Chaturvedi on Wednesday morning. After meeting, HRD ministry had said that it would take legal opinion on the matter as well as explore other options.
