The Central Secretariat Service Forum on Friday (6 September) launched CSS Shield, a mutual support initiative that will provide at least Rs 15 lakh to the families of CSS officers who die while in service. The initiative formalises an informal support mechanism that has operated since 2020.
Jitendra Singh, Union minister of state for personnel, public grievances and pensions, called for continued efforts to make government service rules more responsive to employees and their families while speaking at the launch event in New Delhi.
The CSS Shield scheme is built around the principle of collective contribution from serving officers to support bereaved families. With approximately 13,000 members in the Central Secretariat Service, the cadre of officers who staff ministries and departments in the central government, the Forum aims to increase the financial assistance as participation grows.
Singh said that the mechanism is not difficult to implement and that “what matters is the collective will and willingness to contribute”. He added that “when colleagues come together as one family to support a bereaved family, it sends a meaningful message beyond the organisation itself”.
CSS Shield support since 2020
Representatives of the CSS Forum said the organisation had been supporting families of deceased officers through voluntary contributions before the formal launch. The COVID-19 pandemic, during which several CSS officers lost their lives, strengthened the need for a structured mechanism.
Since 2020, CSS officers have collectively contributed around Rs 1.30 crore towards financial assistance for the families of approximately 65 to 70 deceased officers, according to the Forum. The CSS Shield initiative has now been formalised to bring greater consistency and predictability to this support.
At the launch event, Singh presented financial assistance to the families of two deceased officers, Mohan Chandra Bhatt and Rajendra Chandra, as part of the initiative.
Singh said the initiative aligns with the Personnel Ministry’s broader effort to make government service systems more responsive. He noted that several service-related provisions have been changed in recent years to reflect contemporary requirements.
The government remains open to introducing new provisions or modifying existing rules wherever this can make systems more responsive, he added.

The minister also suggested that the initiative could acquire a wider dimension as its participation and corpus grow. He said scholarships for the children of deceased CSS officers could be considered as part of the support extended through the initiative, providing assistance to families beyond the immediate period of loss.
The CSS Forum said the initiative seeks to ensure a more structured and dependable mechanism through which members of the service community can stand by the families of their colleagues. The Forum’s larger objective is to progressively enhance the assistance amount as more officers participate in the scheme.
