More than 1.15 lakh across India now use artificial intelligence to create written records of public meetings, a shift that brings digital documentation to grassroots governance for the first time at this scale.

The Ministry of Panchayati Raj told Parliament on Tuesday that 42.86 per cent of the country’s 2.68 lakh gram , the elected local bodies that govern villages, have adopted SabhaSaar since its launch in August 2025. The AI-powered platform converts spoken discussions in Gram Sabha meetings into structured text summaries.

Union Minister Rajiv Ranjan Singh provided the data in a written reply to the Lok Sabha. The figures, current as of 4 February, show 1,15,115 village councils have generated meeting minutes using the tool.

Why digital minutes matter for villages

Gram Sabhas are assemblies where all adult residents of a village can participate in local decision-making. These meetings discuss development projects, budget allocations and welfare scheme beneficiaries. Until now, most proceedings were recorded manually, often leading to incomplete or disputed records.

SabhaSaar addresses this by using Automatic Speech Recognition, a technology that converts spoken words into text without manual typing. The platform creates searchable digital records that track meeting frequency, attendance levels and discussion outcomes.

For residents, this means greater transparency. Written records make it harder to deny decisions taken in public meetings or to exclude eligible beneficiaries from government schemes.

Tamil Nadu and Odisha lead adoption

Adoption rates vary sharply across states. Tamil Nadu and Odisha have recorded uptake exceeding 99 per cent, meaning nearly every village council in these states now uses the platform.

The Union Territories of Dadra and Nagar Haveli and Daman and Diu, along with Ladakh and Tripura, have also reported high adoption. Larger states including Uttar Pradesh, Andhra Pradesh, and Chhattisgarh show steady but uneven progress, according to the ministry’s data.

The disparity reflects differences in digital infrastructure, training capacity and administrative prioritisation at the state level.

Multilingual support through BHASHINI

SabhaSaar uses speech recognition services provided by BHASHINI, the government’s language translation initiative. The platform supports transcription in multiple Indian languages including Kannada, allowing village meetings conducted in regional languages to be documented accurately.

The system converts audio and video recordings into structured digital text. Panchayat officials can review, validate and edit draft minutes before final approval, addressing concerns about AI transcription errors.

The ministry has issued standard operating procedures and training guidelines to states. Infrastructure advisories aim to improve recording quality, which directly affects transcription accuracy.

Data processed on government systems only

The AI infrastructure powering SabhaSaar runs through the IndiaAI Compute Portal under the IndiaAI Mission. The ministry stated that all data is processed within government-controlled systems with no third-party service providers involved.

Data protection measures comply with the Digital Personal Data Protection Act, 2025, according to the parliamentary reply. This addresses concerns about storing recordings of public meetings that may include personal information about residents.

The ministry plans to expand adoption to the remaining 1.53 lakh gram panchayats that have not yet used the platform. No specific timeline was provided in the parliamentary response.
