The Centre on Monday launched an upgraded version of eGramSwaraj, its digital platform for village-level governance, alongside new policy documents that link ₹4.35 lakh crore in rural funding to the quality of local development plans over the next five years.

The revamped portal was unveiled at a two-day national workshop organised by the Ministry of Panchayati Raj in New Delhi. The event brought together officials from central ministries, state governments and local governance bodies to address gaps in rural planning.

eGramSwaraj is a web-based platform that allows Gram Panchayats — elected village councils that form the lowest tier of India’s three-level local government system — to prepare, track and report on development plans. The upgraded version integrates , project execution updates and monitoring tools into a single interface.

Quality over compliance, says Ministry

Vivek Bharadwaj, secretary, Ministry of Panchayati Raj, said the focus must shift from treating planning as paperwork to delivering measurable outcomes.

“Preparation of the Gram Panchayat Development Plan should focus on quality outcomes that bring real change at the grassroots, rather than being treated as a mere compliance exercise,” Bharadwaj said.

The Gram Panchayat Development Plan, or GPDP, is an annual document prepared by each village council listing local infrastructure, welfare and livelihood projects. Officials said weak data use and poor coordination between schemes have historically limited the impact of these plans despite increased funding.

The government also released the People’s Plan Campaign booklet for 2026–27 and a committee report on improving GPDP quality. Both documents a push towards planning that is tracked through digital systems and tied to measurable results.

₹4.35 lakh crore linked to transparency

According to officials, ₹4.35 lakh crore has been allocated for rural local bodies under the 16th Commission for the period 2026–31. Fund releases will increasingly depend on the quality and transparency of development plans submitted through eGramSwaraj.

Mukta Shekhar, joint secretary, Ministry, said states have been directed to adopt digital reporting fully.

“Onboarding on eGramSwaraj and AuditOnline, and improving reporting mechanisms, are critical to ensuring transparency, accountability and effective grassroots governance,” Shekhar said.

AuditOnline is a platform for digital auditing of Panchayat accounts. Gram Manchitra is a spatial planning tool that maps village assets. Both are being integrated into Panchayat workflows to enable real-time tracking.

Operations and maintenance in focus

Ashok K.K. Meena, secretary, Department of Drinking Water and Sanitation, said attention must now turn to maintaining assets already created under rural schemes.

“The focus must now shift towards sustained operations, maintenance and effective use of these assets,” Meena said, calling for greater use of digital tools to track service delivery.

The second day of the workshop will cover integration of the Panchayat Advancement Index — a metric that ranks villages on governance and development indicators — into the planning process. States will also share experiences of using the upgraded digital platforms.
