Budget 2025 charts path for digital growth, cybersecurity and AI adoption

Finance Minister Nirmala Sitharaman presented the Union Budget 2025 on Thursday, outlining a roadmap to bolster India’s digital ecosystem, strengthen cybersecurity frameworks, and accelerate adoption of emerging technologies like artificial intelligence (AI). The announcements signal the ‘s continued focus on leveraging technology for governance, economic growth, and skill development, while addressing gaps in digital access and data security.

The budget maintains focus on digital infrastructure and the expansion of government services online. The Ministry of Electronics and Information Technology was allocated ₹26,026 crores, while the Ministry of Skill Development and Entrepreneurship received ₹6,100 crores, as per official expenditure details.

These allocations form part of the overall effort to advance Digital India. The government expects that investments in digital connectivity and the integration of government services will provide a foundation for enhanced public service delivery and support the growing IT .

In the IT and electronics sectors, industry leaders have urged the government to provide further incentives for domestic manufacturing and research. Leaders in the sector have called for incentives under the Make in India program, support for semiconductor manufacturing, and for AI research and development.

Measures to lower the tax burden for and promote technology parks in strategic locations are seen as ways to strengthen the ICT supply chain and support the export of IT services. The budget’s new income tax regime, which exempts income up to ₹12 lakh, is expected to improve disposable income for professionals and small businesses in the technology sector.

The budget places particular emphasis on AI as a driver of future growth. A Centre of Excellence in AI for Education has been announced with an outlay of ₹500 crore. This centre is expected to support the development of AI tools for use in educational institutions and to assist in the creation of adaptive learning systems. In addition, the budget provides for the PM Research Fellowship scheme, which will offer 10,000 fellowships for technology research at institutions such as IITs and IISc.

These initiatives are part of a broader plan to build domestic capacity in AI and to reduce reliance on imported technology in this field.

Cybersecurity has also received attention in the budget. The government has indicated plans to strengthen cybersecurity frameworks and improve data protection measures. Although the budget document does not specify a separate allocation solely for cybersecurity, measures are included under the broader push for digital transformation. Capacity-building initiatives in cybersecurity are expected to address the current shortage of trained professionals in this area. The government’s support for skill development in IT and digital security is seen as necessary to protect both public and private sector networks.

Skill development forms an integral part of the budget’s technology strategy. The government has announced plans to set up five National Centres of Excellence for skilling. These centres will provide training in areas such as coding, cybersecurity, and data science, with the aim of creating a future-ready workforce. The PM Research Fellowship scheme, mentioned earlier, is designed to bridge the gap between academic research and industry needs. In addition, the budget calls for public–private partnerships to expand vocational training programs and to improve the quality of education in technical fields. These initiatives are expected to assist in meeting the demand for skilled personnel in the IT and digital sectors.

The budget also addresses the need to improve the regulatory framework for the technology industry. Proposals include the introduction of a new income tax bill that seeks to simplify compliance procedures. In addition, adjustments to the tax deduction at source (TDS) and tax collected at source (TCS) limits have been announced to reduce the compliance burden on businesses. These reforms are seen as measures that will support startups and small and medium enterprises (MSMEs) in the technology sector by making it easier for them to access capital and manage their tax liabilities.

The measures in the budget are intended to provide a foundation for long-term growth. The announcements in the IT, digital, and skill development sectors form part of a broader plan to position India as a competitive player in the global technology market. The focus on AI and cybersecurity, in particular, reflects the government’s intention to support emerging technologies that are expected to drive economic change over the coming years. The budget also underscores the importance of digital infrastructure as a means to connect citizens, improve the delivery of public services, and support the country’s industrial policies.

Industry observers note that while the budget outlines a number of policy initiatives, the success of these measures will depend on their implementation. Stakeholders in the technology sector have called for close monitoring of projects and for a coordinated approach between government agencies and private sector partners. The effectiveness of the new skill development programs and the Centre of Excellence in AI for Education will be determined by the extent to which these initiatives are able to meet the training needs of the workforce.
