Bihar Govt Holds Workshop to Strengthen Cyber Security Framework

PATNA — The Bihar ‘s Department of Information Technology, in collaboration with the Centre for Development of Advanced Computing (C-DAC), Patna, on Tuesday (23 June) organised a focused workshop aimed at strengthening frameworks and enhancing the capacity of Departmental Information Security Officers (DISOs) across state departments.

The workshop, held in Patna, brought together designated information security officials from various government departments to discuss emerging , data protection measures, cyber resilience strategies and best practices for securing digital governance systems.

Officials said the initiative is part of Bihar’s broader efforts to strengthen cyber preparedness amid increasing digitisation of government services and growing concerns over cyber attacks targeting public institutions. The programme focused on equipping DISOs with the knowledge and tools required to safeguard critical digital infrastructure, improve incident response mechanisms and ensure compliance with evolving cyber security standards.

The workshop also sought to promote a secure digital governance ecosystem by encouraging greater coordination among departments and reinforcing the role of information security officers as the first line of defence against cyber risks.

C-DAC Patna, which has accelerated research and capacity building in cyber security and digital technologies in eastern India, provided technical inputs during the sessions.

The workshop comes amid a series of cyber security initiatives undertaken in Bihar over the past two years. In 2025, Bihar Police and C-DAC Patna launched a dedicated Research and Development Centre for Cyber Security and Cyber Forensics in the state capital to enhance cyber investigation capabilities and develop advanced technological solutions for tackling digital crime.

Bihar intensifies cyber training programmes

The state has also intensified cybercrime training programmes for law-enforcement personnel. According to official data, hundreds of police officers underwent specialised cybercrime investigation training during 2025 as part of efforts to strengthen the state’s response to online fraud and digital offences.

Further, the Bihar government announced plans for cyber audits across government departments and institutions in collaboration with agencies including C-DAC and the Indian Cyber Crime Coordination Centre (I4C), showing an increased focus on securing public-sector digital assets.

Similar capacity-building initiatives have been organised elsewhere in the country. C-DAC centres and platforms have conducted workshops on cyber security, emerging technologies and digital risk management for government officials and technology professionals, asserting the growing emphasis on cyber resilience in public administration.

Officials said sustained training and awareness programmes for security personnel remain critical as governments increasingly rely on digital platforms for service delivery and citizen engagement.
