- IIT Kanpur's C3iHub to establish and operate UP cyber security centre for three years
- Project approved by state cabinet with ₹104.28 crore budget
- Centre will provide round-the-clock monitoring of government digital infrastructure
The Uttar Pradesh Cabinet has approved a ₹104.28 crore project to establish a state-level cyber security operations centre, with IIT Kanpur’s C3iHub leading the setup and running operations for an initial three-year period.
The Uttar Pradesh Cyber Security Operations Centre (UP-CSOC) will provide centralised monitoring, threat detection and incident response for government digital infrastructure across the state, according to a statement from IIT Kanpur. The cabinet approved the project at a meeting chaired by Chief Minister Yogi Adityanath on 30 October.
C3iHub is the cybersecurity technology innovation hub at IIT Kanpur. The centre has previously deployed security operations capabilities for organisations including SAIL Bhilai Steel Plant, the National Highways Authority of India and the Indian Ports Association, the statement said.
Monitoring and response
The proposed centre will support round-the-clock security monitoring of digital infrastructure, covering both information technology and operational technology environments. Its capabilities will include vulnerability management to identify security weaknesses, threat severity analysis to prioritise incidents based on potential impact, and coordinated incident response with post-incident analysis, according to IIT Kanpur.
The initiative will use artificial intelligence, machine learning, security information and event management (SIEM) tools, and network detection and response systems. SIEM tools aggregate security data from multiple sources to identify threats, while network detection systems monitor traffic patterns for suspicious activity.
The project will also involve coordination with departmental chief information security officers and nodal officers, alongside cybersecurity training, vulnerability assessments, cyber drills and periodic independent security audits.
“The establishment of the Uttar PradeshCyber Security Operations Centre is an important step towards protecting the state’s digital infrastructure from evolving cyber threats, as any breach can disrupt the essential services and compromise sensitive data,” said Manindra Agrawal, director, IIT Kanpur.

“C3iHub at IIT Kanpur, with its specialised expertise and technical competence, is well-positioned to lead this initiative,” Agrawal added. “We are confident that this experience will make a significant contribution to further strengthening Uttar Pradesh’s digital security ecosystem.”
Government departments in Uttar Pradesh increasingly rely on digital platforms and interconnected systems for administration and public service delivery. The centre will support identification of suspicious activities, assessment of potential cyber threats and timely response to security incidents affecting government data, digital networks, applications and critical information systems, the statement said.
Through the initiative, C3iHub will contribute to strengthening the state’s ability to identify, assess and respond to emerging cyber risks through continuous monitoring, coordinated incident management and improved security preparedness, according to IIT Kanpur.
