Government launches Net Zero Portal for voluntary climate disclosures

With the aim to strengthen India’s climate action framework, the union government on Wednesday (16 September) launched two digital platforms — a Portal for voluntary emissions disclosure and a dashboard to monitor progress across the National Action Plan on Climate Change (NAPCC).

Kirti Vardhan Singh, Union minister of state for Environment, Forest and Climate Change, launched both platforms in Mumbai on World Ozone Day 2026. The portals aim to bring voluntary climate commitments and national mission progress onto centralised digital systems for the first time, said the minister.

The Net Zero Portal allows Indian entities across sectors to register voluntarily and disclose their greenhouse gas (GHG) emissions. Participating organisations can declare net zero targets and provide annual progress updates on their decarbonisation pathways.

Emissions reporting

Entities registering on the portal are encouraged to report Scope 1 emissions, meaning direct emissions from sources owned or controlled by the organisation such as factory operations and company vehicles, and Scope 2 emissions, which cover indirect emissions from purchased electricity and . Reporting of Scope 3 emissions, the broader indirect emissions across a company’s value chain including suppliers and product use, remains voluntary.

Organisations can also outline their pathways towards achieving net zero, including measures related to transition, energy efficiency improvements, technological interventions and carbon removal strategies. Those successfully declaring their targets will receive an acknowledgement from the Ministry of Environment, Forest and Climate Change (MoEFCC).

The portal will make public the declarations by participating entities, creating what the ministry described as a consolidated repository of voluntary net zero actions in the country. The platform is accessible at netzeroindia.moef.gov.in.

The NAPCC Dashboard provides a consolidated digital view of implementation and progress across the national missions under the climate action plan. India’s NAPCC, launched in 2008, comprises eight national missions covering , enhanced energy efficiency, sustainable habitat, water, sustaining the Himalayan ecosystem, green India, sustainable agriculture and strategic knowledge for climate change.

Inter-ministerial coordination

The dashboard brings together mission-related information and identified indicators on a common platform, enabling systematic monitoring by concerned ministries and departments. According to the ministry, the system will strengthen inter-ministerial coordination and support evidence-based assessment of climate actions across sectors.

The platform will help assess sectoral progress, identify implementation gaps and consolidate relevant inputs from various government departments. It is expected to strengthen linkages between domestic climate actions and India’s international commitments, including its nationally determined contributions under the Paris Agreement.

India has committed to achieving net zero emissions by 2070 and reducing emissions intensity of GDP by 45 per cent from 2005 levels by 2030. The country has also pledged to increase non-fossil fuel energy capacity to 500 GW and meet 50 per cent of its energy requirements from renewable sources by 2030.

One of the senior official said that the launch shows the government’s commitment to using digital platforms for climate governance. Similar portal-based systems have been deployed for tracking renewable energy installations under the Ministry of New and Renewable Energy and for monitoring air quality through the Central Pollution Control Board’s continuous monitoring network.

The voluntary nature of the Net Zero Portal distinguishes it from mandatory disclosure requirements that exist in jurisdictions such as the European Union, where large companies must report emissions under the Corporate Sustainability Reporting Directive. In India, mandatory emissions disclosure currently applies only to specific industrial sectors under pollution control regulations.
