The union government will launch pilot projects to integrate India‘s land parcel identification system with its digital addressing framework, a move aimed at improving public service delivery and enabling new geospatial applications for citizens.
The Department of Land Resources (DoLR) held a brainstorming meeting on Wednesday (8 July) with the National Institute of Urban Affairs (NIUA) and the Department of Posts to explore how the Unique Land Parcel Identification Number (ULPIN) and DIGIPIN can work together.
ULPIN assigns a unique 14-digit alphanumeric code to every rural and urban land parcel in India, while DIGIPIN provides a standardised geo-referenced location code that can pinpoint any address across the country.
The meeting was chaired by Narendra Bhooshan, secretary, Department of Land Resources, Government of India. Participants agreed to jointly develop an open, standards-based API — a set of rules that allows different software systems to share data with each other — to enable seamless integration across government platforms.
What the integration means for citizens and startups
The integration of ULPIN and DIGIPIN is designed to allow different government databases to communicate with each other, a technical capability known as interoperability. When a land record system can automatically verify a property’s location against a standardised digital address, services such as property registration, utility connections and delivery logistics become faster and more accurate.
Officials said the initiative will also open opportunities for startups and developers to build citizen-focused geospatial applications. These could include services for property verification, address validation and location-based government services.

The project aligns with the Centre’s Digital India programme and its emphasis on building interoperable digital public infrastructure. Land governance has been a particular focus, with the government pushing states to digitise land records and link them to Aadhaar and other identity systems.
The pilot projects will assess practical use cases before a wider rollout. No timeline was announced for the pilots or the API development.
