The National Informatics Centre Services Inc (NICSI), National Informatics Centre (NIC) and the Department of Posts have signed a memorandum of understanding worth ₹444.36 crore to host the Advanced Postal Technology application on the government’s MeghRaj 2.0 cloud infrastructure.
The APT application — a technology platform that manages core postal operations including mail processing, financial services and logistics tracking — will be migrated to the National Government Cloud, which provides secure, scalable computing infrastructure for government departments across the country.
MeghRaj 2.0 is the second generation of the government’s cloud computing initiative launched by the Ministry of Electronics and Information Technology (MeitY). The platform offers centralised hosting services to government departments, replacing legacy on-premise systems with standardised cloud architecture designed to improve reliability and reduce costs.
Digital Transformation of Postal Services
The Department of Posts operates more than 1.5 lakh post offices across India, making it one of the largest postal networks in the world. The migration of its core technology platform to government cloud infrastructure is expected to enable faster processing of transactions, improved data security and better integration with other digital public infrastructure initiatives.
The collaboration brings together three key entities responsible for government technology services. NICSI, a section 8 company under MeitY, provides technology procurement and implementation services to government departments. NIC, the technical arm of the ministry, develops and maintains government applications and network infrastructure. The Department of Posts, under the Ministry of Communications, is responsible for postal services including mail delivery, banking and citizen services.

Government Cloud Adoption
The MeghRaj initiative was first launched in 2014 to create a government-wide cloud computing environment. The programme aims to reduce duplication of infrastructure across departments, improve service delivery and enable rapid deployment of digital services.
The cloud platform hosts applications across multiple government ministries and departments, providing standardised infrastructure that meets government security and compliance requirements. By centralising hosting on government-owned infrastructure rather than commercial cloud services, the initiative aims to maintain sovereign control over sensitive government data.
The ₹444.36 crore agreement covers the hosting, maintenance and support services required to operate the APT application on the cloud platform. The postal department’s technology systems handle millions of transactions daily, including registered mail tracking, money orders, postal banking services and citizen identity verification.
The Department of Posts has been undertaking a broader digital transformation programme to modernise its operations and compete with private courier and logistics companies. Previous initiatives have included the introduction of the India Post Payments Bank, electronic money order services and integration with the Aadhaar identity system for service delivery.
