Rajasthan entered India’s manufacturing sector on Friday with the inauguration of an assembly, testing, marking and packaging facility at Bhiwadi that has become the country’s first small and medium enterprise to begin commercial chip production.

Sahasra Semiconductors, the company operating the facility, launched operations at the Electronics Manufacturing Cluster developed by industry body ELCINA at Salarpur, Khushkhera. The plant handles the final stages of semiconductor production — taking fabricated silicon wafers and turning them into finished, tested chips ready for use in electronic devices.

Union minister for Electronics and Information Technology Ashwini Vaishnaw inaugurated the facility virtually alongside Rajasthan chief minister Bhajan Lal Sharma and Union environment minister Bhupender Yadav.

“This is a historic day for the state of Rajasthan as enters the semiconductor industry — a strategically critical industry globally from a geopolitical perspective,” Vaishnaw said.

Cluster draws ₹1,200 crore in planned investment

The ELCINA cluster, spread over 50.3 acres, has attracted planned investments of over ₹1,200 crore from 20 companies. The Centre provided ₹20.24 crore under its Electronics Manufacturing Clusters scheme towards the project’s total cost of ₹46.09 crore.

Eleven companies are currently operational at the site with cumulative investments exceeding ₹900 crore. These firms have generated for over 2,700 people. The operational companies include Aisan Fiem Industries, E-Pack Durable, Sahasra Electronics, Varada Green Energy, Duggar Power Products and the Electronics Sector Skill Council of India.

Companies at the cluster manufacture products ranging from semiconductor packages and electronic components to air conditioners, technologies, electric vehicle parts and industrial electronics.

Rajasthan announces semiconductor policy

Chief minister Sharma said the state government released a Rajasthan Semiconductor Policy in March 2026. He outlined plans to develop the region near Delhi NCR into a manufacturing hub.

Yadav noted that the Bhiwadi region, previously known primarily for automobile manufacturing, is now expanding into semiconductor and electronics production.

The cluster’s infrastructure includes uninterrupted power and water supply, internal roads, centralised administrative facilities, testing and training centres, and a skill development centre with laboratories. Its location near the National Capital Region provides road, rail and air connectivity.

India’s electronics manufacturing has grown sixfold over the past 12 years to nearly ₹13 lakh crore in production value, according to Vaishnaw. Exports have reached approximately ₹4.24 lakh crore, with mobile phones becoming the country’s top export commodity.

The facility was developed under MeitY‘s Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors. The India Semiconductor Mission, Production Linked Incentive scheme and Electronics Component Manufacturing Scheme provide the policy framework supporting such projects.
