The Gujarat government has approved an ambitious roadmap to integrate artificial intelligence (AI) into the state’s governance and service delivery mechanisms through its newly unveiled Action Plan for Implementation of Artificial Intelligence 2025–2030.
The policy framework, approved by Gujarat Chief Minister Bhupendra Patel, outlines a multi-sectoral strategy to embed AI across administrative functions, enhance citizen services, and promote inclusive welfare outcomes. The announcement aligns with Prime Minister Narendra Modi’s broader vision to position India as a global digital powerhouse through extensive AI-led transformation.
According to an official statement released Sunday, the plan is intended to accelerate smart, data-driven governance, improve delivery of public services and foster socio-economic development through technological adoption.
At the annual ‘Chintan Shivir’ held in November 2024, CM Patel had declared Gujarat’s intent to emerge as a frontrunner in AI-powered governance as part of the state’s long-term vision, Viksit Gujarat@2047.
To support this vision, the state had constituted a task force comprising 10 domain experts from academia, industry and public administration. The approved action plan is based on the task force’s recommendations.
AI and Deep Tech Mission to Anchor Implementation
A new institutional body — the AI and Deep Tech Mission — will be established to anchor the execution of the action plan. The mission will be responsible for designing and implementing AI strategies within key government departments and enabling public-private partnerships for rapid deployment.
The mission is expected to serve as a dedicated mechanism to facilitate cross-sector collaboration between startups, research institutions, and industry players. It will also prioritise capacity-building through skilling, reskilling, and upskilling programmes to prepare the workforce for emerging AI-led roles.
The AI push will focus on critical domains including healthcare, education, agriculture, and fintech, and is aimed at delivering scalable, sustainable and citizen-centric outcomes. The government intends to create a vibrant AI innovation ecosystem that also supports indigenous development of solutions tailored to India’s unique needs.
Officials said the initiative is expected to elevate Gujarat’s standing as a leader in tech-driven public service innovation and contribute significantly to India’s goal of becoming an AI-first economy.
