During the interview, Governor identified five core missions for transforming the Uttarakhand: reversing migration, promoting organic farming, empowering women and girls, harnessing technology (with a particular focus on AI) and leveraging the state’s rich spiritual heritage.
He believes that Uttarakhand holds a unique position due to its spiritual culture and human resources. He sees the Prime Minister’s statement, declaring the third decade of this century as belonging to Uttarakhand, as a powerful call to action. By combining the state’s spiritual heritage with advancements in technology, AI and digitisation, he envisions Uttarakhand becoming a model of development, with a strong emphasis on youth and women empowerment.
A major challenge the Governor is focused on is reverse migration. He emphasised the importance of revitalising “ghost villages” through the Vibrant Villages Programme. By modernising infrastructure and promoting tourism, the Governor believes these villages can be transformed into thriving hubs that attract both tourists and youth back to rural areas.
The rising issue of drug abuse among the youth in Uttarakhand is a serious concern for the Governor. He pointed out that the availability of drugs, combined with the influx of tourists, exacerbates the problem.
He advocates for a comprehensive strategy that includes education, community engagement and stricter law enforcement, particularly in schools where young children are at risk.
Uttarakhand has a significant population of ex-servicemen, and the Governor said that he has made their welfare a top priority. The state has set up a grievance cell that has resolved over 3,000 cases, addressing a range of issues faced by veterans.
With nearly four lakh veterans residing in Uttarakhand, the Governor continues to focus on ensuring their needs are met and their contributions are recognised.
The Governor sees technology as crucial to the future of Uttarakhand. Drawing from his experience as Deputy Chief of Army Staff, where he oversaw the digitisation of the armed forces, he has implemented several AI-driven solutions in the state, including an e-office system, a chatbot named Maitri, and live dashboards for Char Dham Yatra, disaster management and education.
He is confident that by embracing AI, quantum computing and digital inclusion, Uttarakhand can lead India’s technological transformation.
He also said that spirituality plays a central role in his personal and professional life. Raised in a small village in Punjab, he said he has always drawn strength from his spiritual practices, which he credits with guiding him through his journey – from his time in the Army to his current role as Governor.
He believes that spirituality and progress are not mutually exclusive and that a deeper sense of purpose can guide effective governance.
