Android-based mobile app with face authentication via the in-built mobile camera obviates the need for physical submission of a life certificate by pensioners.

Annual Submission: For government pensioners, one of the most onerous tasks has been submitting a life certificate each year in order to continue receiving their . This process has evolved significantly over the years, with the addition of new methods of certificate acceptance. Recently, the union government implemented facial recognition technology to streamline and simplify this process for senior citizens.

In addition to the traditional methods of submitting life certificates — through a designated official, postman, doorstep banking, disbursing bank, or online portal jeevanparman.com — the government has launched an Android-based mobile app with face authentication via the in-built mobile camera, obviating the need for physical submission of a form or the use of any additional devices.

Between November 1 and November 30, each year, government pensioners are required to submit annual life certificates in order to secure their pensions. However, based on government assessments, pensioners over the age of 80 do get additional time to complete the formalities. In fact, the government has recently relaxed this norm to the extent that one can submit a Life Certificate anytime in the year and the same would be valid for next one year.

According to Dr Jitendra Singh, Minister of State for Personnel, Public Grievances, and Pensions, the central government has been sensitive to the needs of pensioners and has taken steps to ensure their ease of living. “The government decided shortly after taking office in 2014 to introduce and implement digital life certificates for senior citizens. Additionally, this one-of-a-kind face recognition technology will benefit pensioners,” he had said while launching the software.

The minister described the face recognition app for issuing life certificates as a historic and far-reaching reform because it will affect not just 68 lakh central government pensioners but also crores of pensioners of state governments among others.

The Ministry of Personnel, Public Grievances, and Pensions is the nodal ministry for the implementation of this digital platform. The first-of-its-kind facial recognition technology enables Central government pensioners to submit their annual ‘life certificate' via their smartphones. According to the ministry's Department of Pensions and Pensioners‘ Welfare, the submission of digital life certificates via Face Authentication Technology, which is based on UIDAI Aadhaar software, simplifies the process for pensioners.

How to submit an online life certificate?

It is mandatory to have an Aadhaar-linked pension account. However, the mobile number does not have to be linked to the Aadhaar. The Digital Life Certificate is available at Jeevan Pramaan centres such as banks, government offices, and post offices, as well as through the Jeevan Pramaan app. Download the app from https://jeevanpramaan.gov.in/. A biometric fingerprint or iris scanning device that has been approved by the FDA is required.

Face ID: Simple Process

If a mobile application is used, anyone other than the pensioner can enter their information, such as their Aadhar number and mobile number, followed by the pensioner's information. For authentication, an OTP is sent to the email address and mobile number specified. Once the OTP has been verified, the application can be used to generate DLC.

Pensioner Data

Following that, information about the pensioner must be provided, including his or her Aadhaar number, pension payment order, bank account details, and mobile number. Once biometric authentication is complete, a text message with the Jeevan Pramaan certificate ID is sent to the mobile number. The pension disbursing agency can now access the DLC through the website of Jeevan Pramaan.

The Jeevan Pramaan Face app (Android) does not require a biometric device because it captures the face using the mobile camera. Life certificates are kept in a life certificate repository and are accessible to both the pensioner and the pension disbursing agency at any time.
