Dr Rakesh Varma is Chief Experience Officer at Tech Observer Magazine. A former UP cadre IAS officer, Dr Varma has over 23 years of experience in civil services spanning across IT, health, transportation, and skilling. He holds a Ph.D. in sociology and a Master's in public policy from Singapore's LKYSPP. He is an expert in Government Business and Corporate Strategy Planning. He is also an author and poet.
